with the engine not running and fuel line turned on, gas drips from the main jet adjustment screw constantly and immediately. When starting the tractor, the air intake pipe removed, throttle advanced about 1/3, choke applied for a crank, then opened for a crank, will release about a half pint of gas thru the air intake opening. When the tractor gets running, no fuel seems to leak at all. maybe a drop or two from the main jet screw. The tractor always smells strongly of raw gasoline. What would be the diagnosis?

I had the same problem. Looks like gas is coming from the jet valve but is actually coming from the sreen just above the valve. Either there is dirt under the valve seat or a leaking float that is letting to much gas in the bowl.

Pat, the hex nut around the main jet needle is a packing gland. Sometimes, the dripping can be stopped by tightening this gland. If not, the packing must be replaced. A good carb rebuild kit (not all) will have one in it. There is a graphite looking pellet in the kit. When looking through the packaging, don't confuse it with a felt choke shaft seal. They are similar in shape and color.

The other problem you have with the gas flowing out during starting comes from excessive choke. This IH carb design has a very effective choke. Use it sparingly. Being an updraft design, once fuel is pulled into the throat, the only way out is down toward the air intake. There is a weep hole in the bowl casting for fuel to run out of when the air intake tube is connected.

Other than the packing gland, do you think my carb is ok? Does it sound like normal operation or do I need to rebuild?

If the tractor starts, runs, and otherwise operates normally (no black smoke or spark plug fouling), you don't need to rebuild. Just carefully locate and stop the dripping. If, in fact, the bowl is overflowing internally due to float valve problems, get a kit and just use the valve. A new valve and seat come in every H carb kit I've seen.

Pat, I would think your problem is with the float in the carburator, sometimes the pin the float hinges on gets out of place and wont let the float push the needle valve up to stop the fuel flow. The reason it dont leak much running is because you are using most of the fuel,I think. Hope this helps. ED
