Definitely refrigeration gages. Most of the stuff in the second picture doesn't look like it relates to the gages.

MAYBE; NO ONE WOULD MISS THIS IF IT WAS ADDED TO THE NYC LANDFILL. WHATEVER IT IS IT IS RARELY USED AND UNCALIBRATED.

It is a refrigeration charging station. The 300# gauge measures the pressure on the "high" side or condenser. The compound gauge is for the "low" side or evaporator pressure. Generally speaking, if the system is low on refigerant, the "low" side will read a vacuum, hence the need for a compound gauge.

The other stuff in the box is just some misc. items. I couldn't see anything that I could identify as specifically referigeration tools; at least not for sealed system work.

My best guess is that the gauges are for checking pump pressure on a fuel oil furnace. I use a similar, although simpler, system. The oily board gives me a clue here. Also in your tool box there are a couple of pullers that look like a primitive version of a puller I use now for removing the squirrel cage fan from the motor. Also it looks like there are a couple of wrenches in there that are about right for removing the nozzle.

Lookng at the fittings and gauge types I wonder if its not a homemade charging or monitoring rig for a refrigerant system.

It is a very old and quite unique shelf expander. In other words, totally useless, but you don't want to toss it because it just might be something you can use someday, so you expand your shelf storage area and build more space. This item is also quite usefull for the people who sell and erect new shop buildings.

Can't say for sure, but "dyno" slips into the back of my mind.

It appears to be a Home brewed Tool box outfitted with a compression testing gauge, and a vaccum testing gauge. Looks like a auto maechanics dream where did you find it?
