Farmall Cub stalls

My father's cub is stalling out when clutch is being engaged for both pto and driving gears. Also stalls when throttle is adjusted. I suspect that the governor may be the culprit. However, I have never had to make an adjustment to the governor before. Can anyone tell me how the governor is adjusted? And if this sounds like a problem unrelated to the governor, please share your advice. Tractor has new plugs, rebuilt carb (no leaks) and clean fuel lines.

It is likely that the high speed jet is partially clogged. Unless something breaks, governors do not suddenly readjust themselves. The high speed jet is the brass 3/8" hex on the side of the carburetor. Just remove it with a wrench. The critical hole is the one in the end of the threaded portion. Clean that hole with smooth wire and compressed air- do it several times. Do not change the size or shape of that hole. A 5 minute job.
