I've done these. They can be stubborn. Sounds like you have the axel housing off the tractor? If the bull gear is contacting the housing it has moved some! You need to persuade it harder!
Do you have it blocked up solid so you can get a good bump on it with your persuader. How big is your persuader? I used a 6 lb maul and drift. It is s stuck now on the inner bearing for most part or on dirt and grease in the bore of the outer I gather. The shaft must be bumped thru the innner race of the inner bearing. The bull gear is splined to the axel shaft and just slides on so axel should pass thru. MAKE SURE YOUR BOLT IS NOT CONTACTING THE INNER RACE OF THE INNNER BEARING. You may need a drift on the shaft slightly under size of inner race. If you have a torch you can heat the nose of the casting some near the hub and/or the inner bearing if possible if you plan to replace. If you cannot get it you will need to take it and have it pressed out. Replacement of bearings may be necessary.
