red International cub lowboy block

I recently came across a cub lowboy that has been setting up @ 25 years in a shed i pulled the head and seen on the surface of the block between the valves and #2 cylinder alot of rust that has pitted the surface of the block what i would like to know how many thousands can be removed from the block surface and still be ok to run

From your description, the rust pits are not in an area where they will be a problem. You could take a good bit off without a problem. My experience with deckin blocks is, don't dpo it unless you absolutely have to.
