Anyone have any good suggestions on how to free up the belt adjuster on my H?

I am really running out of patience.

Patience is the ONE thing you don't want to run out of on this task!
After loosening the jam nut and removing the set screw, turn the set screw hole on top and dose it with penetrating oil. Let it set all night if possible. Take a small wire brush and brush the visible threads in front of the hub as clean as you can get them.
Working from the left side of the tractor, turn the setscrew hole out of the way to bring up another boss on the hub that you can hit using a punch and hammer. Driving on the boss with the hole in it is not recommended, but can be done.
Attempt to drive the top of the front sheave away from you with sharp taps, but do NOT hit it with a big 2-lb hammer and break it! Once the thing moves, even a little bit, drive it the other way. Back-and-forth motion will eventually have it moving a little more. Continue to dope the assembly with whatever you have on hand that will flush out the several years worth of dust and grit that's gotten into the threads.
I spent about 3 hours getting the one on my '49M to move when the belt broke last winter. It handn't moved in over 25 years. Once I got it started, I flushed a lot of dirt out with a spray can of Gumout carb cleaner. After getting it loose and clean, I could spin it easily. When I installed the new belt, I added a small amount of grease to the threads.

I cut off the old belt and then heat the ring that turns with a torch Hold the fan and turn the ring with a water pump pliers after heating . This usually works. Don't overdo it with the heat. They can really be stubborn sometimes. I have in a couple of cases taken off the radiator so I could get at the pump. Then I put some new packing in the water pump too. This was not one of IH's best patents. I put greese on the ring when I get the threads exposed so hopefull it won't be so difficult the next time the belt is changed.
