bought a 560d a couple of months ago when you pull the ta handle back it doesn't shift down to low it stays in the high side ta cluch froze up or is ta bad thanks

Could be that someone welded the planted gears to the carrier to eliminate the TA. I found this on my 400 when I tore into it to replace. Lucky enough I had another TA to turn in as a core.

Yes, the TA clutch is probably stuck agsinst the flywheel. Remove the 4 bolt cover and first check the operation of the linkage, if you can see that the pressure plate is releasing you can use some WD40 spraying the disc and the spline. Also I've seen the pins come out of the pressure plate fingers. Good luck!
