My father is in the process of unsticking an M. He is soaking the cylinders with PB. Today he jacked up the back end and placed it in 5th gear and the wheels spin. His question is... is the clutch out or what would be causing the wheels to spin. Any advice??

Assuming he correctly has jacked up only one wheel, I'll be the Devil's advocate and suggest he may have found the reason the tractor was parked... a drive train problem long enough ago that the engine later seized. Do you know the tractor's history?

Let me guess, with both wheel's jacked up and you turn the one wheel, the other wheel turns the opposite way. This is perfectly normal and is how it is suppose to be. It has a differential rear end. To rotate the transmission gears, clutch, and engine by rotating rear wheels, you need to rotate both rear wheel's in the same direction with tractor in gear, otherwise you are just spinning one wheel backwards by spinning the other one. To rock the rear wheel to try to break engine free, let the other wheel down on the ground. If this is not the case, then your clutch is probably stuck in a disengaged position. Ryan,

Sounds like you might have jacked up both wheels. If this is the case, when you turn one wheel the other one will turn also - probably the other way. To do what you were attempting to do, keep one rear wheel on the ground and jack up the other one. Now when you try to turn the wheel, all the force will be transmitted back thru the tranny to try to turn the engine. Good luck. Larry
