surging engine at rest in a 300 farmall

My 300, when it finally warmed up today, surges when it is at and above idle up to 1/4 or 1/3 throttle.

Would this be a gov. spring, linkage, ghosts or what?

It could be the governor spring, worn governor weight pins. if it is extremly cold where you are from, may have some ice or very cold engine oil still in the governor, also in the governor shaft to the carb itself. You might check the idle adjustment as well. Check for any vacumm leaks on the carb/manifold flange. Hope this helps,, chad
