To much fuel pressure?

I have a 454 IH, when you crank the engine fuel pours from the air intake side of the carb and it will not start. I removed the carb and found everything to be in working order the floats, needle, seat are good. I put a shut off inline and with the fuel shut off it will start and run if you just crack the shut off it will run good, if you open the shut off all the way it will flood and eventualy die if you dont shut it back down. Could the fuel pump be delivering to much pressure? if so how would you fix it.

I agree with the others. The needle and or seat is bad or the float level is not set properly. The float/needle/seat's job is to shut off the flow of fuel to the carburetor. There should be no pressure other than the weight of the fuel in the tank.

I used to have a 424. I think basically the same as the 454. The 424 had an electric fuel pump.

Seems the carb float must be bad or is sticking or is not set properly. Since you say the float and needle valve are good, try lowering the float level so that it will shut off with lower level in the carb.

You're float could be sticking for some reason.
