Pulled sleeves out of my SMTA several years ago. I cut out a steel circle small enough to go into hole in block but larger than outer sleeve diameter. I drilled a hole in the center and got some ready bolt that would screw into head bold holes, I used a steel piece between those ready bolts and a ready bolt down center with a nut on top and one on bottom of circle. by tightening nut on top you could pull sleeves without damage. Easier to build than to describe

Paul: I just found out about this trick recently. If you are not planning on saving the old sleeves, take a welder and weld a bead all the way around the sleeve, I assume approx. half-way down. The bead has to be complete(no gaps) to get the contracting power. Sleeves slip right out, no pullers to buy or borrow.

We used a sleeve puller that we borrowed from the local dealer. The old sleeves came out without much trouble.
