Ben: Inside that brake is an double plate with balls between them that roll up a ramp as brake is activated. These usually are just dirty and or rusty and need cleaning. Anything that causes those balls not to roll freely will create problems. There are also springs that deactivate the brake, and if broken will also cause problems.

Also once brake discs wear beyond a certain point those balls travel further thus making either of the first two problems I mentiond even worse.

I have been a Farmall man all my life, having owned 16 of them, most bought new or near new, but I did have one Deere. I will conceed, you are used to better brakes.
