Generator problem

The 6V generator on my SA only charges at very high RPM and then about 10A. The commutator is clean and the brushes are new. The belt is new and doesn't slip. Could the problem be my regulator?

yep. regulator determines the cut in voltage and the charging rate.

The charging rate on that generator is determed by the location of the adjustable third brush.The closer it is positioned to the insulated brush the higher the output it will have.Also make sure all your ground connections are clean.
