buzzing nose when key is turned

my super C hasnt run for about 17 years its been stored inside the battery is dead so i put a charger which can switch to a "run setting" when i do that and turn the key left it makes a buzzing noise then turns off, the lites work while it buzzes but when the buzz stops no lights work i took the battery cables off the terminals incase it was shoring in the battery (this was a 12 volt system with starter the starter didnt work so its disconnected and i have to crank)

Get a fresh battery before you do anything else. If the one you've got now is really 17 years old it probably went south before Geo Bush (the first one...) was elected president.

Your dead battery is overloading your charger. On the run or start settings, those chargers can put out a lot of current if the load is there. A dead battery is quite a load, in fact, the plates could be shorted. This is one reason not to charge a completely dead battery on a high-charge setting. This is causing the overload on the charger to trip. Get a new battery. This one isn't likely to take a charge.

I'm relatively inexperienced compared to many guys on the board, but I would think the first thing is to get a new battery.
