R. Marg, The is an IH publication for the FH for the 450's & 350's. It shows the parts and the proper set-up for different implements and pulling conditions. Sometimes this publication shows up on eBay. If you cant't find one, e-mail me. If the FH isn't set-up correctly for what you are pulling, you won't see a benefit. When it is working correctly, it will increase the loading on the rear tires. My 450 had some parts that had been lost and replaced with cutting-torch made parts. I was able to get used parts from Bates. I believe that JP Tractor Salvage would also be a good source. I have always benn pleased with JP.

Like Geoff said it is a draft control lever. Dad had a 350 and we had a 3-16 monted plow. we kept the draftcontrol locked down because it never worked for us. It is not an essential piece of equipment in orderto use the fast hitch.

It's a draft control, different settings give a slightly different pulling angle from the front of the 2pt hitch. IH also had a setup with a hydraulic cylinder to accomplish the same thing. Try playing with it while using 2pt equipmmment such as a plow.
