Guys - - What are the signs that the valve springs on my F-20 are weak or undersized? I am having problems getting my F-20 to run smoothly when not loaded and running out of things to check/replace. I had them out during the valve grinding project this summer. All stood the same height but "looked" newer than the tractor. Thanx !

If the valves and seats were ground, the valve spring closed height will have increased. This is compensated for with a shim under the spring at the time of reassembly. Check for the shim. Signs of weak or improper closed height would be, popping and missing at high idle. If the problem is severe engough you may have misfiring at all RPM's.
If you work carefully the springs can be removed with the head on the motor. Bring them to a machine shop and have them checked for Closed height pressure. And check the closed height measurement.

At the rpmyour ol 20 runs you could have extremely weak valve springs and never know it. It's just not critical at low rpm. Being timed a little too fast will cause it "overrun " itself, but, since oyu hand crank it, that shoul show up in a healthy kick when you crank it. My guess would be plug wires if someone put carbon wires on instead of copper, points set a fuz too wide or plugs misfiring at higher rpm. All of this is only a guess.

hmmm
Not sure what you mean by extremely weak. For example we had some work done on a CC Case and they needed quite a bit of work to get the seats to clean-up grind. The closed pressure was about 1/2 of what it should have been. It wouldn't even idle. It would backfire and shoot flames out the carb and exhaust both. We slipped .125 shims under each spring and it runs and starts excellent with good power on the plow again.
