H Throttle Rod Configuration

I must be loosing my mind I just reinstalled my throrrle rod and could not remember how it went back together... there is a u shaped bracket, 2 springs,the block that the cotter pin goes in, 2 nuts and the throttle rod. I slid one side of the bracket on then one spring then the block that the cotter pin goes in then the other spring the other side of the bracket then finaly the two nuts.
if this is right then why have I got to move the govener lever to wide open before there is an increase in engine speed?

Did you put the rod in the wrong hole on the cast iron piece that transfers motion from the throttle to the governor?

The two nuts go on either side of the forward end of the U shaped piece. The long side of the U shaped piece should face the valve cover. The nuts are used to adjust the position of your throttle teeth on the operators lever. Your engine speed should be adjusted to 590 no load at the PTO then set your teeth accordingly.

Jim - here's a pic of mine (if it shows up).
On the bottom of the u-bracket there is a collar with a roll pin (?) on mine but no nuts like you describe.
