We had the same problem on an A. Did what the other guys said. We put permatex copper coat on the gasket and the block and head. Three coats. Then torked down the head as per specs. Run till hot and let it cool and tork it down again. It's fine now.

I had the same problem twice, with the head gasket on my (a / same engine as yours) After the rebuild I could not get the headgasket to seal. The cure for me was to remove the head again, get a new head gasket, and use the cooper permatex head gasket sealer that comes in an aerosol can, put three light coats of this sealer on your head gasket (both sides). If you had a cracked head you would more than likely see yor tractor burning the coolant , or find large amounts in the oil. But when it pools up between the block and head it normally indicates that the headgasket is not sealing. Beffore you put it back together make sure that the block and head surfaces are clean, use some 220 grit sandpaper to roughen them up and clean them down to bare metal. I use brake parts cleaner on the head and block after this, it removes any traces of oil or grease and evaporates quickly. Hopefully this helps, if you have any other questions you can e-mail me and I will try to help !

You probable used a Fel Pro head gskt. In the past i have had nothing but problems with there head gskt. and some spray copper coat will help along with getting it up to operating temp and retoqureing . On the 263 thru 301 engines i have had to toqure them to the diesel spec's. to get them to seal. The Victor Gskt. is much better.
