Sounds to me as though it probably needs a tune-up. Have you checked the plugs' condition and the gaps on them and the points? How about the timing, both at very low idle and fast idle - is the advance working per specs.? You've probably got something wrong in one or more of these areas based upon what you're describing. Apparently the tractor was converted over to 12V at some point, and it sounds as though a 12V coil was installed, so that should be OK. Since it starts at all, the coil wiring is probably OK. I'd be looking elsewhere for your problem. Since you are having problems restarting, you're probably flooding, and aren't getting the plugs dried out until it sits for a while. If the throttle linkage is working properly, pushing the throttle to its minimum setting and cranking a few revolutions should be all that's needed to dry the plugs. If not, you could either fix the throttle, or shut off the gas at the tank and crank a bit to dry the plugs out. You may get a pop when they get dry enough to fire, followed by the engine dying immediately because there's not enough fuel flow - turn the gas back on and you should be good to go. From the sounds of things you absolutely shouldn't be using the choke - might be a good idea to check it and make sure the choke plate is all the way open.
