When you A was new the radiator cap was marked WATER. The gas cap looked similar but had a raised portion with a vent hole and was marked with BUY CLEAN FUEL ect. Early ones were just like the radiator but had the same writing BUY CLEAN FUEL. I have some if you need original stuff.

Originally the gas cap was tall apprx 3 inches , where as the radiator cap is flat, And you are right the caps will interchange, The Water cap is the one that belongs on the radiator.

Original gas cap was as Rustyfarmall says, the tall one is the result of a recall for safety reasons about 30? years later.

Can't tell you specifically about an A, but my 1940 H had what was apparently the original caps on it when I bought it. The fuel cap was marked fuel, and the radiator cap was marked water, other than that, the two are identical, and were interchanged when I got the tractor. I am still using the water cap , except it is on the radiator now. The fuel cap was toast.
