Would lithium grease be a good choice? I think it remains about the same viscosity in all temperatures. Will someone please comment?

Lithium grease would be fine. Don't worry about a little stiffer steering in cold weather. They already steer hard enough sometimes, so a little bit more ain't nothing!

You may want to have someone turn the wheel for you and then you watch the gear. If it moves front to back that means your bushing is getting worn. I would take some time and replace the seal and possibly the bushing because grease will not lube the shaft like 90 weight gear oil will and it won't get any better. But it all depends how much you use it .. See ya, Tim K.

If you're talking about the steering gear in the upper bolster, 80/90 gear oil is recommended. Most likely if it's low or empty the lower seal is leaking. In that case, just pack the housing with grease.
