w-4 compression

I'm trying to fix an old W-4 that burnes oil. I did a compression check and got 100psi on #1 and #2 and 105 on #3 and #4. I got 75psi on the first stroke on all four. I don't know what the compression should be but all look equal. The pistons are flat on top when I look in the sparkplug hole. It burnes oil, so I figure it is comming from the valve guides. I plan on taking the head off, how would I know if I should replace the pistons and sleves? What do you think of my diagnosis?

i guess the simple thing would be to just do the head. If it still burns oil when you get done you haven't lost anything and can go deeper then.
