have a 51 farmalll when enging is off amp meter all the wasoy to discharge side...cannot find a short, when running shows aprrox 7.5 vlts. could it be the regulator is stuck?

I had the exact same problem in my 8n. As Bob M says, replace the regulator.

Sounds like a stuck regulator alright! Try disconnecting the wire to the "GEN" terminal at the regulator. If the ammeter returns to 0 it means the cutout relay inside the regulator has stuck closed. Best fix is to simply replace the regulator.
