My govenor is "surging". How hard is it to put in a new govenor spring, where can I get one, and where is it located on the tractor...I know it's in the govenor....Thanks, Cmore

Try adjusting the surge bumper. often a slight adj will settle things down. It wont however cover up areal problem. Engine off,take off cap (underside of gov),turn screw in a LITTLE.Too much it wont go to low idle setting.

CMore, It may not be your governor. My C had a surging problem which turned out to be a carb problem. The governor was surging trying to keep the engine running when it started to stall. I can't recall right now what I found to be the trouble, but if memory serves a carb cleaning fixed the problem.

Just had the carb rebuilt with new kit, cleaned, etc. That's why I thought it might be the govenor spring...runs fine, but at 1/2 throttle or less just sitting running, it surges...Cmore

I wish my memory was better, but it has been a couple years since I had the problem. It seems like it was doing the same thing, and I also had been through the carb recently. I believe I finally removed the carb again, and thoroughly cleaned/blew out all passages and reassembled and the problem went away. I never knew what was causing the problem, but suspect it was simply a bit of dirt or? in a passage in the carb. Mine has the Carter UT carb on it. I am hoping I don't start having problems as it has not been ran much over the last year, and I am getting ready to put it to work soon. Good luck.

It's not a hard job to replace the governor spring. It's under the governor cover on the right side, front of the engine. You can get one at a Case/IH dealer.
If your governor is working, but surging, I don't think replacing the spring will fix it. When that spring goes, it usually just wants to idle. You may have more success if you follow the governor set-up procedure in the manual. It addresses the surging problem in there.

Governor spring holds a pin against the front of governor housing. It may have frozen or lodged in the shaft. You may be able to work it loose with penetrant and a vice grip. Clean it and the spring, and reinstall.
