Super C governor hunting bad

My 51 Super C governor is hunting real bad. It is either wide open or at idle and nothing in between. If you grab ahold of the lever between the carb and where it goes to the other side of the engine, it will stay in one place but the throttle lever has no effect at mid range.
Any ideas what's causing this?

Also the carb can cause this as it is not fueling the engine correctly . First check and make sure that you have good flow of fuel to the carb then check and make sure that there is no dirt in the jets or any of the passages and also check for air leaks on the manifold.

Pull the governor spring plate off. The spring may need replacement.. After you replace that, get your manual out and adjust the governor to get rid of the surging.
