With the timing cover off and turning the crank the impulse coupling clicks on the mag when all the king marks line up correctly on crank and cam gears, also on the govenor gear. #1 piston is on TDC. But the rotor is pointing at the position of the spring clip on the cap which is half way between #2 and #1. Shouldnt the rotor be pointing towards #1 when the impulse coupler clicks. Also when all the king marks are lined up and on TDC shouldnt I be able to see the mark on the flywheel? I did have the tractor running before I started to take it apart but wondering if Im missing something on this timing.

Gene may well be correct, as he almost always is. But, you point the rotor to #1 before the coupling trips, it may be slighly past afterwards, perhaps not as far as yours is. Install the mag with the top against the block after you have set #1 on TDC, make one complete revolution until the timing mark on the flywheel lines up with the mark on the cast piece behind the oil pan. Pull the top of the mag out until the coupling trips. Don't know if you mean you can't find the mark on the flywheel, or if it is misalinged. The mark is hard to see, but it is there.

Take the two screws off the rotor end of mag and rotate the gear so the rotor lines up with the # tower on the mag sounds like you only need to back up maybe two teeth on the mag check also your rotor as sometimes they get put on wrong but you are correct about the rotor lining up with #1 tower on the cap when all the other timing marks are correct. Also make sure you are on compression with #1cycl
