hole in above steering housing on 20 and 30

I havew had 20s and 30s since I was 21, 56 now. I have always wondered what the hole was for in the steering housing where the steering rod comes to the pedstal and pointing up. Can anybdy tell me. Please dont say it was for a steering arrow as I was told as a kid (and believed lol)

it's too stick the flag in when you go to parades? shoot, I've never seen anything in the hole but dirt and rust. might have been a thought by the engineers that a brace could be placed there if needed for cultivator etc. But I have never seen a threaded hole either.
