WD 6 over-revving

My nephew bought a good running WD-6. After cleaning it up over the weekend, it will not idle on diesel for more than a couple minutes, and wants to speed up uncontrollably. I'm wondering if he got water somewhere he shouldn't have. I have my doubts about major injector pump problems as it ran great till he took the oven cleaner and the water hose to it. Help?

i'd give the linkage a good look. maybe something knocked loose or a broken spring. Could be dirt and crud was holding it back and now he will need to use a spring to hold it back. I've seen lots of springs on linkage to correct an internal problem.
