I purchased an A last Nov. that had set out side for 20 yrs I was told. I have it running now, But, I can't engage the pto. The lever will move slightly, but not enough to engage. I think the gear on the shaft inside the trans is probrobly set up on the shaft. Question, do I pull of the shifting lever cover or the belt pulley to get at it and give it a tunk?

sounds like the ears are worn and someone held the lever in gear and in the process the lever has the little ear worn off that moves the tube back and forth. Better check your tube when it is apart and also the two ears on the shaft that runs the pto when enguaged. People will hold the lever to make the pto run and wear off the little ear on the shifter. Mite have to rebuild the ears on the tube and make sure they are ok on the main shaft. If they are rounded off the pto will not stay in gear. You can call me 319-683-2859 as this problem can better be discussed on a phone as i have had that problem several times.

The PTO assembly is easy to remove and work on. Just remove the bolts and it will come right off. First you need to get yourself some new gaskets and seals. The PTO engages with a sliding collar. The gears in there are always in mesh. Early As had a dog type engagement with a cross slot that engages. Later this was changed to a spline. Probable that the sliding collar (It's actually a sleeve several inches long) has somehow become stuck. Or possibly the detent ball that holds the shifter in position is stuck.

Dave: I have a 140 doing exactly the same, it sat in a heated warehouse for 10 years. Mine does not have a belt pulley. I can tell you though when you remove it will come in two pieces regardless. The bolts that hold the pulley gear box also go right through pto unit and thread into transmission case. There are bolts on bottom half of pto that just go through the pto casting only. There are shims between pulley housing and pto housing that are used for lining up bevel gears that drive the pulley. While you have it apart you should check and clean the oil passages that supply gear oil to the pulley gear box. There is also a device called a slinger that forces the gear oil up there. That may be the problem for both of us, not enough lubrication. I don't know a lot about this device other than it is there and it's purpose. I will be watching to see responce you get on that. There are threads in archives on this, but not sure what title is on them.
