H Governor Rebuild ?

My H recently started surging,sometimes at idle
and now even at half throttle.I went ahead and
adjusted it per the manual,and still acts the
same way.I even thought maybe something was binding inside the tube from the carb.to governor
housing,seems to be fine.Is there a rebuild kit
for this,or what am I missing here? Thanks for you're help.

Here is what I had to do to get rid of surging on my son's "H":
1. loosen screws on both ends of the cross tube
2. remove 2 screws and rotate vent pipe out of the way to access linkage pin. Remove the cotter key & pin
3. loosen the 2 hold-down capscrews on the casting on top of the governor
4. tighten the carburetor end of the cross tube
5. wiggle the casting and then tighten the screws on the left (governor) end of the cross tube
6. retighten the capscrews on the casting (this process eliminates binding of the linkage)
7. move throttle to wide open setting and adjust linkage so the pin slides in easily. Don't forget the cotter key
8. re-attach the vent tube and you should have a smoother running engine.
9. a new governor spring wouldn't hurt either.
Fun isn't it!!!

Matt - First make sure it's not a carb mixture adjustment problem - an excessively lean or plugged idle jet can cause the symptom you describe. Test by very slowly pulling the choke closed while the engine is surging. If you find a choke setting that stops the surging suspect a mixture adjustment problem.

If that doesn't do it next try loosening both ends of the horizontal tube connecting the governor riser and the carburetor. Loosen the pair of screws at both ends of the tube, wiggle it a bit to make sure it's free, then retighten the screws.

If that doesn't help, then either something is binding in the linkage between the governor and the throttle shaft, or the governor mechanism itself is sticking. You'll need to peek inside the governor to find the problem...
