Here are a few things to check to help us troubleshoot your problem.
1. does it crank over ?
2. Does it have compression ?
3. does it get spark ?
4. Are the spark plug wires on in the correct order and timing.
5. Does it get gas into the cylinders ? ie wet spark plugs.

One common problem of gasdoline engines that sit for a year or more is for the carburator to get gummed up and need cleaning.

Justin, you didn't give us a lot of detail..is the tractor not getting spark to the plugs or is it fuel related?..pull a plug wire and hold it out from the plug while someone cranks the engine, if you have spark I would remove the air tube to the carb and using a misting bottle spray some gasoline into the carb as the engine turns over..if the tractor tries it may be carb /fuel related..if you have both spark and fuel check on timing..inform us as you go and there will be more help pop up on this line....Mike in Exeter Ontario
