I have rebuilt the carb., needle valve and seat are ok, but when starting the tractor too much gas is pulled into the engine, flooding and fouling the plugs. Why would excess gas be pulled into the engine? Any help is greatly appreciated.

Are you saying that it leaks while running? If so, the leak is not internally. Such an internal leak would likely prevent the engine from running. Overchoking will cause a leak such as described, but that is not the only cause. Try pulling the starter rod and as soon as the engine starts turning, choke as necessary. The instant that the engine fires, push in the choke rod.

1)Float level not set right.
2)dirty air cleaner or restriction in air intake tube.
3)Float sinking, ie hole in it.
4)dirt/rust blocking float needle valve, preventing it from seating properly ( likely culprit)

Thats all I can think of.

Float is ok and set at about 1/2 full. Needle valve is fine. When tractor is off, no gas leaks, but upon turning the engine over, excess gas is pulled into the engine. When starter is released, excess gas drips from the front of the carb. I'm out of ideas.

Gas dripping is flooding,I think you got the float set too high myself.
