My 560D, with a new Case/IH temperature gauge, reads 225 degrees while running at 3/4 throttle in the yard with a new thermostat. I'm assuming that is too hot with no load.

The gauge reads 183 in a coffee cup of hot water, compared to 175 on a thermometer I trust.

The new thermostat opens at 165 degrees in a pan of water on the stove (suggested by HD).

With the thermostat removed the temperature stays below 150 degrees at half idle in the yard (on a hot day).

The radiator appears to be free of dirt, the fan belt is tight, the altenator/water pump belt is tight.

So what next? Can the water pump possibly not be moving enough coolant through the reduced diameter of the thermostat? Any other tests to run?

Have you checked your hoses. My 460 gas was doing about the same thing. Was checking it out one day when it was over heating in the winter. Noticed the lower radiator hose was collapsed. I guess the old hoses didn't have wire coiled in them to prevent this. New hose was added and haven't had any problems since.

Try a different thermostat and anti freeze. It definitely sounds like a bad thermostat since it runs cooler without it. Old clean looking anti freeze can quickly make a thermostat stick. I had some once that drove me crazy changing thermostats until my uncle told me to change the antifreeze and that soved it. The amtifreeze was very clear green like new but it was shot. Also CaseIH has raised the temperature of the 66,86 and 88 series thermostats (possibly others)compared to original ones. I believe it was done to lower emissions. The gauges read a lot higher than they used to.

If anybody ever put any radiator sealant in the coolant it can make the thermostat stick too. I've seen that too many times...

I'm thinking thermostat or waterpump. I also would discount the radiator theory because of the temp coming down without a thermostat.

There is a strong possibility that the radiator is plugged internally. You'll need to have a radiator shop check it out. That's where I'd go next, anyway.
