During the initial start of the engine, black smoke comes from the exhaust; the spark plugs are wet with what appears to be gas. Could this be a carbruration problem and if so, how is it corrected?

Check the float, it may be to high. Also check the valve to make sure it is not stuck, if it is, replace it. You will need to get the right setting Information. Also, you might try adjusting the gas and air jets. If you take it apart, make sure there is no dirt in it.

Sure sounds like too rich a mixture in the carb. Lean it out by turning the mixture screw in or clockwise until it don't smoke and the plugs stay dry. If you get it too lean it won't run or trottle up real good.
