The PTO shaft had two adjustment screw on top, I would think that they are for adjusting the PTO clutch? How and if the clutch is bad is a big job to replace?

Those are for adjusting the reactor band in it. You really need the IT manual for adjusment procedures. I am not good at explaining these things. Loosen the lock nuts and back out the screws about 4 turns. Hold the operating lever so that the two punch marks one on the pawl and one on the quadrant are in line.Then turn the adjusting screw in until they are fairly tight, but not to tight and set the lock nuts finger tight.Move the lever back and forth several times then back the adjusting screws 1 turn and tighten lock nuts. You need something to put through the hole in the PTO shaft and with the punch marks in line the shaft should turn freely. The shaft should not turn with the lever in any other position. If shaft won't turn with the dots aligned the adjusting screws are to tight. If it seems OK tighten the lock nuts and give it a try. GET THE BOOK. The one you need is IT manual number IH-10. They are available at TSC or other farm stores and maybe here on YT. Good Luck.
