If the carb has been broken and welded back together I'd scrap it and find another. Around $200 or less will buy one that is completely rebuilt and ready to bolt on. Not much point really in fighting the old one.

You may need to open the main jet adjusting screw near the bottom of the carburetor. This will enrich the fuel mixture. Hal

IF IT IS RUNNING ON HALF CHOKE THEN IT IS STARVED FOR FUEL. THAT COULD BE A GASOLINE LINE RESTRICTION, A CARB RESTRICTION OR EVEN VALVES THAT AREN'T SET RIGHT.

Try this, wrap a peice of tape around that tube and see what happens. if it runs good there it is! Also check the float agin and make sure it is not hanging up on the side of casting or on a gasket. If that doesn't do it, adjust choke just enough to keep it running but running rough, spray carb cleaner around the carb and intake gaskets and anywhere else you susspect it might leak and if it smooths out that is where the air leak is. Good luck with it.
