hand clutch wheatlands

I have been to a couple shows lately and have seen a few 560 and 660 wheatlands. I am told these were built in hand and foot clutch is this true. The IT manual shows that a hand clutch has both the torque lever and the foot pedal but the torque lever is used for the clutch and the pedal for the torque. I am confused can anyone explain how it works?

I drove a 660 once that had a hand clutch... all the way back was clutch disengaged, one step forward was TA low range, all the way ahead was direct drive. FWIW it was serial number 502.
