I washed the old H getting it ready for paint. Disconected the battery before washing. Let it sit for a couple of days, then went to start it and won't even grunt. Acts like the battrery is dead, but it show as being fully charged. The amp meter shows a slight discharge when the switch is pulled out.

Any help appreciated.

Sounds like the starter is locked. Put it in 5th gear and rock it until the fan moves. Or, loosen the two bolts on the starter until you can shake it. You should hear a click when you first move it. Tighten it back up and it will start.

Take a screwdriver and short across the small terminals on the starter solenoid and see if the engine cranks. Make sure you are not in gear and the brakes are set. Hal

If it still fails to spin after doing what Old is correct in saying, and the engine/starter aren't stuck, (a common enough problem) then try this. Take a plastic mallet and rap the starter sideways near the end not attached to the engine. The brushes could be just wornout, and a fewlast starts can be had this way. Try it it is free, JimN

Check all battery cable connections, also check for a good starter ground. When you washed it you may also have got water into the starter button and it now may need to be replaced
