Have a M with a Charlyn power steering pump on it & it pushes the oil out of the cover.
There is power steering fluid from napa in it, So it's not the oil, But it does have foam when you take the cover off.
It will do this till the oil is gone & the PS dont work, You can fill it & the steering will work for awhile, Than the same thing.
Sure dose make a mess, It is a fire hazard to.
Could it be the by pass valve?

Had the same problem and it absolutely stumped me. I tried everything and it ended up being the washer under the wingnut on the oil reservoir must be vented. The washer must have a slot cut in it, the original washers supplied had a slot but I took a regular washer and cut a slot with a hacksaw. Don't use a gasket and dont overtighten and it should work O.K. I have a M and Super M with Char-lynns and both work great.

I have a 47 M that has a Belhen PS on it and also has the remote liftall valve. The guy I got it from routed the power for the 3 point through the belhen pump so if I am raising the hitch the power steering stalls out untill the lever is let up. The othr day I checked the fluid and it was foamy also and the steering was jerky until I ran the throttle up halfway. there is a little slop in the valve control so I assumed it was sucking air in. The belly pump is in it but not used.I may reroute it so the belly pump works the hitch and the behlen pump just runs the steering. any one got an idea on that one?
