OK, I cleaned everything up behind the plate and everthing is working there or so it seems.

After puitting it all back together same problem and I tappen on the throttle shaft cover and the engine sped up even more and I heard sort of a screehing noise come from it. Same deal--anything you can tell me before I operate will be appreciated. I suppect it is somehow stuck in the open oosition.

setting here being BRAIN DEAD and not responding to your first post it is shame on me . Ok here is what you do , pull the cover off and look at where the spring goes into the two arms if the spring fits loose and the holes are bigger then the spring. Dia. the littel bushing that are suppose to be in there are not there anymore as the holes that the spring goes into are just a wisker bigger then the dia. of the spring . %This is what pushes the engine back to CURB idel after ya get that fixed then ya must scyronizes the gov. to the carb and this is done by removing the breather cove and with the throttel in the wide open posisin ya remove the headed pin and adjust the linkage till the pin will just slide in then as i do it i give one half turn more to take up slack . but ya have to make sure that the tet is in the slot in the carb.

In addition a misaligned throttle shaft tab as Jim suggests below, could also be the gov to carb throttle shaft bellcrank needs adjusting.

Suggest removing the cover from the governor riser (the sloped stamped tin cover with the tube coming out atop the governor.)

With the throttle handle set to at idle start the engine, then push down on the bellcrank. If the engine now slows down you need to adjust the bellcrank connecting rod to make it shorter (the bellcrank is threaded to top of the connecting rod for length adjustment).

the throttle linkage at the carb in that tube connection may be out of the tabs. The reassembly is a bit trickie but easy if care is taken to get the tab in the slot. JimN

Took it all apart and I believe the problem to be the throttle shaft housing. There is a deep groove in the bottom of the throttle shaft housing which shows fresh wear. It seems as though the housing has worn down from vibration and probably stopped the shaft from turning backward. Everythig else seems normal. Am going to fill the groove with metal epoxy and return it to serfvice and see what happens. Am also checking all the throttle linkage since It could have slipped but I doubt it.
