Do I have to drain the hydraulic oil completely to change the filter on an International 460 Utility? (Gary in Mozarks I'll get pics of the alternator setup soon as we get rain!)

No, you will loose a few gallons but not the entire 10 gallons. I would suggest, since you said the power steering didn't work, that it would probably be a good idea to change it all, especially if its milky and/or full of trash. You have to remove three plugs to get it all out. Tranny, differential and pump housing bottom plugs.
