504 diesel wont start

i hope someone has an idea. i"m fresh out. engine will turn over and kinda run. missing and smoking badly. white and black smoke. i"m pretty sure the pump is in time. set it to 3 atc. also the pump and injectors have been rebuilt an also the head was rebuilt and new sleeves and pistons and rings. you would think with all that being new it would start right up, but no.
anybody have any more ideas. i"m wondering if the pump has something wrong with it.

well i tried it 180 degrees and no good. it wont even try to run. back in original position it will but only if i use the glow plugs heavily. and if i let them off it will quit running.

On the 504 diesel the pump timing is suppose to be 2degrees ATDC but myself i set them at TDC , now are you 100% sure that you are on TDC , pull the valve cover and make sure the BOTH valves on #1 are closed when the timing mark is at TDC , next make sure that the pump is set at TDC thru the timing window . Make sure that all you valves are set corretly . when all that is done Bleed the fuel system all the way thru the injectors. After all this is done RUN THE GLOW PLUGS FOR atleast 60 seconds .Then try starten it DO NOT USE EITHER>

It sounds like it could be 180 degrees off on the timing. I did that when I reinstalled the rebuilt injector pump in the 460D. It would run, but not very good. Had to go around again to tdc and set the timing. Finally got it right. Might also check to ensure you have good fuel flow. I have encountered this on the 460d several times. The line becomes restricted and it runs poorly.

Make sure you don"t have it 180 Degrees out of time. They will run that way but not good.
