The black plate is a dust cover. I grab one of the raised knobs with channel locks and gently pull it out. They break pretty easily so be gentle. I keep a couple on hand.

I used to have to dry the points and distributor cap on one of my tractors after a rain. Switched to electronic ignition and haven't had a problem since.

If you put in the electronic ignition it will solve any future problems with moisture.

if you have a vertical distributor, it is probably a delco, they were used to change from a magneto to breaker point ignition. the tune up kit is different than the regular ih kit.

Most tractors have that points cover on them. Yes they can be a pain to get to pop loose. What I do is tap them with the handle of a screw driver to get them loose. Don't tap to hard and when you tap sort of tap up words so it will come up when tapping on it

That plate should come out by grasping the raised portion of it. It may have some corrosion under it that is preventing it from coming out. Spray some WD-40 around the outside edge of it and let it work awhile, then try again. If it dosen't move, you can take a flat tipped screwdriver and try to pry it out or take a hammer and place the tip of the screwdriver on raised portion of plate and lightly tap on it to try to break it loose. Good luck.

Look into the distributor cap as it has may have moisture due to being covered up while still warm.Dry with a propane torch or remove and give it a few minutes in a oven.Check to see if the distributor vent hole is open.If rain got to it you can prevent this from happening again by covering with a plastic bag of your choice. If the cap has dull ozone look you can clean with a good carb cleaner and rinsing with clean hot water. That will make it like new again unless it already has a burned hair like line between two termnals inside the cap.
