I fought the same problem with my 47 SA over the winter. The bowl was full of dirty water, so I thought it was gas, so when it got below freezing all he$$ broke loose. Anyway, I got a new bowl from TSC, it leaked all over. I took it all apart and put RTV sealant on the threads at the tank, fuel line and fuel on/off. I bought a 5/16 brake line from auto-zone with the correct ends to seat in the bowl and carb, cut it in half and used flexible fuel line to go around the air cleaner. works great

I got one last month from IH for my IH 154 Cub Lo-Boy and it leaked too. The seat wasn't machined right (Manufacturing problem) so I returned it. Now I am having trouble with those fitting ferrel nuts on my fuel line. I had to make up a 5/16" fuel line ( no longer available) and I haven't been able to compress the ferrel enough around the line to seal. I am afraid to thighten it too much but may have too. I was wondering, is it possible that 5/16" steel line from Napa is maybe a little less on the OD?

I used 5/16 brake line from autozone with ferrelled ends and the ferrell nuts from the sediment bowl. the OD of the brake line was just barely too big so after cutting the brake line in half I had to sand it down to slide the ferrell nuts over the line

You might try taking it apart to see if there is something jamed in the needle valve.
I have a brand new one on mine and it stays tight, most of the time. Sometimes a tiny sliver of lint or whatever will get between the needle valve and seat and it will drip.

I bought a new one and had the same problem, it was junk, had a o-ring for a seal under packing nut. Ordered one from Fordson House for F-20, it was like the original with packing under the packing nut and works well.

I don't recall the brand. I got it from owosso tractor parts in Michigan. Its 30 mile one way to get there. I just happened to be driving by there and stopped and got it becasue it was convienet. Well now it isn't so convienet anymore.
I am talking that when its in the off postion it has half flow coming out of the gas line. I will try adjusting it but that thing bottomed out and then the nut leaked gas so I tightened that down so I was sure I had it right.

On the valve itself try loosening the nut and turn the valve in as to tighten or shut off the flow, then tighten the nut snug. You may have a faulty one but its worth the effort to try "adjusting " it

Seen and heard of that a lot now days. They just don't make them like they did 30-50 years ago. My self I would take it back and let them know its junk and try a differant one you might luck out with the next one
