H counter shaft

I am trying to restore a 1940 H and replace the old style PTO with the newer kind. I removed the old counter shaft and the counter shaft that is required for the newer PTO is longer and am having a difficult time getting it back into the transmission. Do you have to take all the gears off and put the gears back on inthe transmission? I have done this before and this time I can't get the job done. Thank you in advance.

The shaft assembled with gears should fit back in the rear frame but you must not have any bearings installed on the shaft or housing.
