First of, should I replace all the head bolts while replacing the head casket? I noticed that there are two head bolts that have the bracket for the trohtlle atteached to them. The Head Bolt nuts only have about half the threads engaged. Seems strange to me but are all the head bolts the same size?

4 studs are suposed to be longer than the rest. 2 go at throttle bracket and 2 go where sleeves are pressed in head and use heavy flat washers under nuts. If no problem with head gasket sealing and studs and threads look good and hold touque okay I would use them for a stock engine.

If these are studs, I wouldn't replace them unless
the threads are worn or the studs are loose in the block. Then the threads in in the block need to be inspected. Some may need heli-coils installed if there's a lot of slop in the stud hole. You need to inspect the nuts too.

If you find a lot of loose studs each hole should
have tap run thru the threads and blown with air. If I found a lot of them loose I think I replace all of them along with new nuts. Hal
