I cannot get my 240 to run at high speed it pops and looses power, at idle it runs fine. I've taken the carb apart and cleaned it put new needle valve but no luck. Should the float have the little wire that conects to the needle valve to pull it down, mine dosen't.

That could be electrical. You may not have hot enough spark to run at high speed.

Do you know if the float should have one of thos little springs that pulls the needle valve down, mine dosen't. I was wondering if the needle valve could be stickinf??

Have you cleaned your fuel line? On my 340 it does that when the line is plugged.
