What gives one governor more RPM than another?

I am trying to get my Farmall H not to surge. I have the original governor and another one off a tractor that I do not know the history of. Both governors surge and I have tried all kinds of things with the linkage but nothing works. On one of them, when you push down on the linkage, you feel it stick a little. I traced this sticking to the bearing that slides on the shaft. I think that's why that one surges. I did notice that one governor seems to give the tractor more RPMs. I bought a new spring and used it in both of the governors when I tried them out. So what would be causing one to have more speed than the other? I did notice that the throttle lever linkage fit a lot more tightly into that curved handle on the back of the governor that was faster.

Also, one governor has a spring in the back that is adustable by a set screw from the outside and the other one doesn't.

Any help on the surging would also be appreciated.

Are you adjusting the linkage correctly? Is the shaft between carb and governor lined up and free. If anything inside the governor is hanging up, ie the bearing that slides, it could make it surge. I agree that the carb may be the problem. On my SMTA I installed a heavier spring and it will hold the higher RPM longer but eventually runs out of fuel so will drop back, grabs more fuel and picks up again. On it I turn screw out a couple extra turns when using it on heavy load and back it off when it doesn't have to work.

Don"t know awhole lot about governers, but when we have had them surge it was the carb adjustment.
