Cannot get any pep out of my SMTA. New sleeve kit and head conditioned. Slow to come up to RPM's. Dies down quickly under load. New purchase. My 25 year "M" rebuild will out pull on hills.

Has M&W power governor which sure isnt helping it out.

Need any ideas.

Your ignition timing is too slow. You may need to time it "by ear". Start the engine, let it warm up a bit, open the throttle, and then slowly advance the timing until the engine sounds just like your other M. Test what you have done by closing the throttle down to an idle, and then quickly pull it open again. If the engine is still sluggish, advance the timing a bit more.

Another thing to check is the valve (camshaft) timing. Frequently on this engine stress from the hydraulic pump causes the nut to loosen on the end of the camshaft. Then either the cam drive key shears or the cam drive gear hub breaks causing the gear to slip relative the camshaft. Depending on how far the cam goes out of time the tractor will either lose power, or it may not run at all.

Is there any way to check this without pulling the timing cover off? Position of valves with #1 at TDC?

If you are certain the camshaft is properly timed, then check the ignition timing with a timing light. If the firing is a bit late you'll have a significant power loss. A seized or sticky mechanical advance in the distributor will exhibit the symptoms you describe.

Check the air cleaner for blockage. Maybe a new govenor spring?

Governor Spring good hit! Compared to the old it would stretch 1/2 inch further in 1 inch extension with the identical load of the new.

Have you opened the main jet adjusting screw near the bottom of the carburetor? The engine may be starving for gas and by opening this, it will enrich the fuel mixture. You may need to open it several turns. Check that valve lash too if this doesn't help. Hal
