International 460 Utility won't speed up

This tractor will start perfect but it stays at an idle, won't speed up. Any ideas what is wrong or how to fix it? I have put heet in the gastank. The throttle linkage is tight and works. It blows a little black smoke like it is flooding too when it starts.

Has it been working ok up until now? I would check that choke butterfly to see if its stuck closed. Make sure your throttle linkage at the carburetor isn't loose. Try speeding up the engine at the carburetor by hand and see if it speeds up. It may be loose on the shaft. Hal

We haven't used it this winter but it worked fine last fall. The linkage is working and I tried to speed it up at the carbrator and that didn't work. I checked those things. Seems like it did this once last year and I can't recall what the fix was.

You will probably remember after a good night sleep. The carburetor may be gummed up, spray some carburetor cleaner in it. Hal
